Theresa Shearer is chief executive officer (CEO) of ENABLE Scotland. She was appointed in April 2015.
 
ENABLE Scotland is the country’s largest charity dedicated to creating an equal society for every person who has a learning disability.
 
Theresa leads a charity that campaigns, fundraises, and supports people in Scotland who have a learning disability to have the choice and control to live the life they want to live. 
 
ENABLE Scotland employs 1,800 staff and turns over circa £32m a year, with 40 branches across Scotland and around 5,500 members. The organisation delivers personalised social care and support to 2,715 children and adults to live as valued members of their community.
 
Theresa is a member of the Scottish Leaders Forum, and a Trustee of the Scottish Council for Voluntary Organisations (SCVO), and Impact Arts. In 2017, she became a Fellow of the Royal Society of Arts (RSA).
 
A Chartered Fellow of the CIPD, (CFCIPD), Theresa was the first woman in Scotland to complete a Diploma in Corporate Direction via the Institute of Directors (Dip IoD), aged just 29.
 
Theresa is passionate about continuing professional and personal development, and this year was selected to attend Harvard Business School’s Strategic Perspectives in Non-Profit Management (SPNM) programme, joining NGO leaders from around the world. The school’s mission: “to educate leaders who make a difference in the world.”
 
Last year, Theresa was invited by the SCVO and the Scottish Government to chair the Scottish Fundraising Working Group, leading a national consultation on fundraising regulation. The Cabinet Secretary accepted the recommendations of the group in July 2016, which led to the establishment of a new regulatory framework for fundraising in Scotland: the Independent Fundraising Standards & Adjudication Panel for Scotland.
 
In 2016 she sat as Scottish Observer on the board of the Fundraising Regulator for England and Wales, providing a vital link between the activities of the newly-established twin regulatory groups.
 
Before joining ENABLE Scotland as chief executive officer, Theresa headed a specialist consultancy focussing on strategic development and financial sustainability. A corporate governance expert, she advised and supported many of Scotland’s leading charities and social care service providers to implement transformational change programmes.
 
Prior to this, Theresa was chief operating officer at ENABLE Scotland.
 
Theresa’s earlier career comprised almost 10 years working for UK recruitment and outsourcing company Kinetic Plc. There she provided flexible HR, recruitment and outsourcing services to Blue Chips and SMEs across the manufacturing and engineering sectors, specialising in high volume flexible workforce solutions.
 
Theresa is a regular speaker at events on a range of topics, and provides media commentary on third sector issues such as social care and fundraising.
 
She believes in the power of digital to transform the way charities communicate, and in November 2016 was named one of the top 30 UK charity CEOs on social media.
