Policy and guidance

The following links are a brief introduction to some of the key policy documents and areas of government and public policy affecting children and adults with learning disabilities.

The Scottish Government
The same as you? - a review of services for people with learning disabilities
This Scottish Government publication, published in 2000, set out a 10-year plan for learning disability services in Scotland. It is currently being reviewed.

 
Disabled people and their families want more choice and control over their support arrangements. This Scottish Government site gives the latest news and policy and guidance in this area.
 
Employment
Many adults with learning disabilities want the chance to work. In 2003 a Same as You short-life working group published a report, Working for a change?, on employment issues for people with learning disabilities
 
The Scottish Government has an Employability Framework for Scotland that includes how to tackle the barriers some people face in trying to achieve paid work
 
Human rights
In 2007-08 the House of Lords and House of Commons Joint Committee on Human Rights published A life like any other? Human rights of people with learning disabilities. This report showed that people with learning disabilities are particularly vulnerable to having their human rights breached.
 
Adult support and protection
There are measures in place to protect and safeguard adults who may be vulnerable to harm. For more information click here.
 
National care standards
The national care standards are about improving the quality of care services and making sure that anyone using a care service knows what they should be able to expect from that service.
 
Care services in Scotland are now regulated by Social Care and Social Work Improvement Scotland

Mental Welfare Commission for Scotland safeguards the rights and welfare of people with mental illness or learning disability.  It has a range of practice guidance for individuals and agencies especially in the area of mental health and incapacity law.
