Theresa Shearer – CEO
Theresa Shearer is Group CEO of the ENABLE Group.
The organisation employs 2,200 people across Scotland and supports over 4,000 individuals who have a learning disability or additional support needs, and their families. Theresa is passionate about ensuring every individual who accesses social care support has the choice and control to live the life they choose.
She worked with the Scottish Government to develop Scotland’s Self-Directed Support policy and spearheaded a wholesale transformation of ENABLE Scotland’s model of social care to deliver the self-directed ambitions of the policy.
Theresa is passionate about collaboration and over the course of her career, has made a significant contribution to Scottish civil society. From leading the redesign of the fundraising regulatory framework to accelerating change through advocacy and policy campaigning, she has seen the potential for progress in partnerships across the private, public and third sectors.
A vocal advocate for fairness, equality and social justice, Theresa successfully influenced the campaign for fair reward for frontline workers in social care and played a pivotal role in achieving the payment of the Scottish Living Wage for all social care staff across all hours worked.
Theresa is committed to continuous innovation in the third sector and led the Group’s digital transformation programme in 2018/19, which has created a digitally enabled workforce across the 2,200-strong staff team.
She is an award-winning leader, recognised for her contribution to executive leadership, influence and impact across the UK. Theresa continues to combine her CEO role with voluntary positions, supporting leadership and governance in the third sector, as well as working with young people to help them realise their potential.
Her current roles include:
- Vice Convener of the Scottish Council for Voluntary Organisations;
- Board Director of Inclusion Europe;
- Commissioner of The Law Family Commission on Civil Society;
- Member of the RSE Post-COVID-19 Futures Commission Inclusive Public Service Working Group;
- Advisory Council Member of Young Scot; and
- Mentor with the First Minister’s First Mentor programme, working with women to build confidence and skills
Theresa is a Chartered Fellow of the Chartered Institute of Personnel and Development and a Strathclyde University and Harvard Business School alumna. Theresa regularly sits on cross-sector innovation judging panels selected by organisations including EY, the Institute of Directors, and Strathclyde University.
