ENABLE Scotland Executives

The CEO and Executive Team work together with the Board of Trustees to make sure the best strategies and policies are implemented to run ENABLE Scotland efficiently and effectively.

By being a well-run organisation, we are able to continue our work for an equal society for every person who has a learning disability, and to reach many more individuals and families across Scotland who need our support.

Theresa Shearer – CEO

Theresa Shearer is Group CEO of the ENABLE Group, which employs 2,200 people in Scotland; has 12,000 members and supporters; and supports over 6,000 individuals and families living with learning disabilities or with additional support needs.

Theresa is considered one of Scotland’s most dynamic, innovative and thoughtful advocates for people living at the frontline of health and social care. She has delivered significant positive change both domestically and internationally, having led a national campaign to deliver the Living Wage to social care employees for all hours worked.

She influenced the development of Scotland’s Self-Directed Support policy and spearheaded a progressive transformational change of culture, impact, governance, reach and operations at ENABLE Scotland; delivering human rights-driven, self-directed social care at scale: the “Personal Assistant” Model (PA Model).

Theresa successfully chaired the redesign of Scotland’s fundraising regulatory framework, which resulted in the Independent Fundraising Standards and Adjudication Panel for Scotland. In 2016, following concerns about large cross-border and international charities she was invited, as the Scotland observer, to join the UK Fundraising Regulator board, where she ultimately supported the establishment of the UK regulator.

A passionate supporter of fairness, equality and social justice, she was instrumental in helping secure the vote for people with learning disabilities across Europe and is a co-founder of Breaking Barriers, an award-winning partnership of the public, private and third sectors that is transforming the education and employment attainment of students with learning disabilities.

Theresa was appointed a fellow of the Royal Society of Arts in 2017, is a chartered fellow of the Chartered Institute of Personnel and Development and a member of the Institute of Directors (IoD). In 2020, she was awarded the prestigious Strathclyde Executive Leadership Award (STELAR) from Strathclyde University and invests significant time mentoring and supporting other leaders, and those with learning disabilities and additional support needs.

She is vice convenor of the Scottish Council for Voluntary Organisations, a director of Inclusion Europe, (which works across 39 countries with 74 member organisations), is a member of Young Scot’s advisory council and was invited to join the Royal Society of Edinburgh’s Post-Covid-19 Futures Commission Inclusive Public Service Working Group. Theresa is one of 16 commissioners of the UK-wide Law Family Commission on Civil Society and chairs the IoD Scotland Awards judging panel.
