Theresa Shearer - CEO
Theresa was appointed as the Chief Executive Officer (CEO) of ENABLE Scotland in 2015. She previously ran a successful consultancy business, helping other charities in the sector.
In her role as CEO, Theresa leads the Executive Team and the wider organisation, motivating and empowering all staff to create an equal society for people who have a learning disability in all that they do.
A strategic leader, Theresa is responsible for the development and delivery of the organisational strategy, and through this continues to ensure that ENABLE Scotland is in a strong and sustainable position to continue its vital work in communities across Scotland.
Theresa is passionate about ensuring every individual who accesses social care support has the choice and control to live the life they choose. She worked with the Scottish Government to develop Scotland’s Self-Directed Support (SDS) policy, and in 2015 spearheaded a wholesale transformation of ENABLE Scotland’s model of social care to deliver the person-centred ambitions of SDS. Theresa continues to champion the principles and effective application of SDS nationwide – and to call for change and improvement across the sector.
Theresa recognises and values the vital role of the social care workforce, and is committed to achieving the best pay and conditions for social care staff. In line with this, she has lead on vital influencing work at a Government and sector level to achieve the payment of the Scottish Living Wage for all social care staff across all hours worked.
Combining her role as CEO with delivering impact to the wider third sector, Theresa joined the Board of the Scottish Council of Voluntary Organisations (SCVO) where she commissioned and lead a major piece of strategic analysis on the future of social care in Scotland. Theresa is also a Trustee of Impact Arts.
Last year, Theresa was invited by SCVO and the Scottish Government to chair the Scottish Fundraising Working Group, leading a national consultation on fundraising regulation. The Scottish Government accepted the recommendations of the group in July 2016, which led to the establishment of a new regulatory framework for fundraising in Scotland: the Independent Fundraising Standards & Adjudication Panel for Scotland.
Theresa truly believes in the power of digital to transform the way charities work and communicate, and in November 2016 was named one of the Top 30 UK Charity CEOs on Social Media.
At the Institute of Directors’ (IoD) Awards 2016, Theresa won in both the Third Sector Director of the Year and Glasgow & West of Scotland Regional Director of the Year categories.
In recognition of her ongoing contribution to thought leadership across the sector, Theresa was recently recognised as one of the 10 People Shaping the Third Sector in Third Force News’ 2017 Guide to Running a Charity or Social Enterprise.
